I Comitati Unici di Garanzia, di obbligatoria costituzione in ogni Amministrazione Pubblica italiana in base alla L.
183/10, sono organismi paritetici preposti ad assicurare le pari opportunità e il benessere organizzativo per i dipendenti,
supportando buone pratiche eque ed etiche nella gestione del personale. Pur rappresentando sulla carta una innovazione
importante, che potrebbe avere grandi ricadute anche in termini di “effi cienza” restituendo al funzionario pubblico
un orgoglio di appartenenza e di ruolo che sembra altrimenti assai carente, la loro implementazione segna il passo.
Solo una minoranza degli Enti Pubblici li hanno resi effettivamente operativi al loro interno. Con la revisione delle
Linee Guida della PdCM sul loro funzionamento, tese a valorizzarli in pieno, si apre una nuova stagione di rilancio
e speranza, ma per il successo fi nale sarà fondamentale la solidarietà di tutti i CUG, riuniti in un apposito Forum.

The “Comitati Unici di Garanzia” (Main Guarantee Committee) are joint boards of representatives of the public
employer and the workers, which are mandatory in each public entity according to L. 183/10 (Law 183/10) aimed at
ensuring equal opportunities and organizational wellness for the employees. This is to be achieved spreading equal
and ethical best practices in the management of human resources. Although they are theoretically an important innovation,
which could imply sizeable results in terms of effi ciency, in giving back to the civil servants a certain “pride
of their role” which seems otherwise to be highly lacking, their implementation is stammed. Only a minority of the
public entities have made them really operational in their organisations. Now the revision of the dedicated Guidelines
of the Presidency of the Ministers Council (top Coordinative administrative Department in Italy), designed to fully
highlight their role, opens a new season of hope and revamping. But the fi nal success will probably rely on the insider
movement’s, the Forum, of all these Committees, strength to inspire a little “revolution” from within.
