Il ritorno d’esperienza sui progetti di opere in sotterraneo è spesso modesto e poco soddisfacente nei riguardi dell’analisi e della rappresentazione delle incertezze e dei rischi geologici: – La rappresentazione delle incertezze geologiche sui profili geotecnici è sovente incompleta; – Vi è frequentemente confusione sui rischi relativi alla posizione, frequenza ed impatto di dati di input incompleti e fenomeni geologici incerti; – Non esiste una metodologia univoca per prendere in conto queste incertezze nella relazione di «Analisi dei rischi». Le incertezze geologiche sono spesso causa di sovraccosti e contenziosi. La gestione di questi aspetti è difficile se le incertezze non sono state descritte correttamente nei documenti di gara e se non si è convenuta una ripartizione dei rischi. Questi sono i motivi che hanno condotto l’AFTES a creare nel 2009 un nuovo gruppo di lavoro (GT32) intitolato «Incertezze e rischi geologici». I suoi principali obiettivi sono i seguenti: 1. Definire un glossario rigoroso di terminologie e definizioni; 2. Analizzare i differenti tipi d’incertezza e stabilire una graduatoria della gravità delle loro conseguenze; 3. Proporre dei metodi adeguati per valutare la qualità dei dati geotecnici e definire l’affidabilità della loro interpretazione; 4. Fornire una guida per la rappresentazione grafica delle incertezze geotecniche sulle carte e sui profili; 5. Definire un metodo per l’analisi dei rischi geotecnici nelle fasi di progettazione; 6. Descrivere una struttura per l’elaborazione del «Registro dei rischi» e per il suo periodico aggiornamento. La Raccomandazione ed i suoi allegati sono stati pubblicati in francese ed in inglese sulla rivista “Tunnels et Espace Souterrain” n° 232 – luglio/agosto 2012.
Presentation of the activity of the aftes wg32: recommendation on the characterisation of geological, hydrogeological and geotechnical uncertainties and risks In the projects of underground civil works, the feedback derived from the analysis of geological uncertainties and geological risk assessment is sometimes poor and not completely satisfactory: – The representation of the geological uncertainties on the Longitudinal Geotechnical Profile, is sometimes incomplete; – There is often confusion about the risks related to the position, the frequency and the impact of incomplete input data and of uncertain geological aspects; – There is no unique methodology for taking into account geological uncertainties in the “Risk Assessment Report”. Geological uncertainties are often at the base of cost raising and of claims. The management of these aspects is difficult if uncertainties have not been properly described in the Tender Documents and in case a risk sharing has not been agreed. In order to answers these questions, AFTES has launched a new Working Group (GT32) called “Geotechnical Uncertainties and Risks”. Main scopes of the Working Groups are: 1. To define a rigorous glossary of terms and definitions; 2. To analyze the different types of uncertainties and to define a classification of the impacts of such uncertain events; 3. To propose a method for the evaluation of the quality of geotechnical data and to define the reliability of their interpretation; 4. To provide a guide for the graphical representation of geotechnical uncertainties on the maps and profiles; 5. To propose a method for the assessment of geotechnical risks during the design phases; 6. To define a structure for the compilation of the “Risk Register” and for its periodical updating. The Reccomandation and his appendixes have been published in French and in English on “Tunnels et Espace Souterrain” no 232 – july/august 2012.
